You could probably rent the land in an unofficial way, if you wanted until such time as you are ready to buy.

In theory only farmers can rent farmland but that doesn't seem to be widely enforced and I know of quite a few non registered farmers renting farmland. Officially it's not allowed but if you cultivate good relations with your local Nougyo Inkai and agricultural department they might possibly be willing to help out or just maybe overlook what's happening. A lot seems to depend on what kind of relationship you have with them and how much they like you and also whether they think you want to be a permanent member of the community. Having said that you can also still find some places that are just plain uncooperative and won't allow anything no matter how much you try to fit in or be friendly.
